NORFOLK A Norfolk contractor was sentenced Tuesday to 37 months in federal prison after admitting he paid 3,000 in kickbacks to obtain 0,000 in contracts to maintain and repair rehab centers and nursing homes owned by Medical Facilities of America. Edward T. Fodrey pleaded guilty to one count of conspiracy to commit mail fraud and one count of filing a false tax return.
